If you are applying jure sangunis, you don't need an FBI clearance. Are you applying in another manner?

Yes, for my wife, by marriage. I am waiting on approval from the comune for me. I want to get a head start on the next process.

At the Washington, DC consulate, you ONLY need the FBI Clearance Letter and not the local clearance letters from where you lived...

You weren't married prior to April 27, 1983, were you? If yes, then you don't need anything at all; your wife automatically gets citizenship when you do.

Otherwise, my understanding is that this requirement

criminal records from the Police Authorities of applicant's (1) place of birth and (2) each US State/Country where he/she resided after the age of 14

from the New York consulate's web site is the standard for all consulates.
