Appointment with Philly consulate?

Appointment with Philly consulate?

Im not sure if this is the way it works but I called Philly and chose the prompt for citizenship. I hope thats the right one. It was a woman's voice mail saying leave a message and she'll get back to me. Is there always a message or was I suppose to actually get someone on the phone right away? Anyone have an appointment with them?
