New family members want to apply with me

It was just going to be me applying and giving the 4 birth certificates of my children. Now, it turns out my mother decided she wants to apply. Also, my half brother (is he allowed?) So I was wondering if this changes the process at all and the paperwork requirements.

Doesn't change the process, but you will need to inform your consulate. Most likely the consulate will not object because getting all the documentation at the same time simplifies matters for them. Some consulates, however, will want to limit the number of applicants coming in for the interview.

If you are applying through the maternal line, your mother will not need any additional documents. If your half-brother is also applying through the maternal line, he will have to add the documents from his paternal line to his application.

Do they consider minors as "applicants". My children range from 10 months to 14 years so Im not sure if they will consider them. But as far as adults, it would be and my mother, but my brother is only 20.

Your minor children piggyback on your application. Don't take them with you; you'll only need their birth certificates. That means two applicants since your half-brother will piggyback on your mom's application.

Do I have to apply separately or use my birth certificate on my mother's application? Or do I have to apply on my own because Im over 21? By the time I get my appointment my brother will be 21 also.

You will only need one copy of your birth certificate. When I applied in NY with my son, we submitted one set of documents (my bc included) for both our applications.
