What exactly is AIRE?

Over 25 million Italians have emigrated between 1861 and 1960 with a migration boom between 1871 and 1915 when over 13,5 million emigrants left the country for European and overseas destinations.

What exactly is AIRE?

I keep hearing this term in regards to people having there citizenship approved. What exactly is this?

It is the "all'Anagrafe dell'Italiani Residenti all'Estero" or, in english, Registry of Italian Citizens Residing Abroad.

As an Italian citizen, you have a legal duty to ensure that the government knows where your legal residence is (for electoral purposes and also to enable contacting you if necessary) at all times. If living in Italy, you establish residenza (residence) in a comune by registering with the Anagrafe (Registry Office). If residing outside of Italy, you register with the nearest consulate/embassy's AIRE office.
