Hello, you can start writing, only in italian, to get the birth record or certificate to:

Ufficio di Stato Civile
Via IV Novembre, 17
CAP 55030 Villacollemandina (LU)

Also contact Lucca state archive, it should keep his military record and military draft card, write only in italian to:

Hi, I just thought I'd add, if you don't speak Italian, you can use these form letters for birth/marriage certs. ... /index.asp
My Italian surnames:

Caserta: Maietta, Rossano, Tessitore, Negro, Peluso, Musone

Campobasso: D'Andrea, Barile

Catanzaro: Fiorelli/Fiorillo, Romito
