does anyone know how to aquire a ship manifest acceptable to an italian consulate?

For what purpose? I am not aware of any situation in which a consulate has asked for a manifest.

Nonetheless, the method is as follows:

Visit the National Archives website ( http://archives.gov/ ), click the Order Online link and then Buy Reproductions and Microfilm. Or, just go to https://eservices.archives.gov/orderonl ... chives.gov

Next, click Order Reproductions, then Immigration and Naturalization Records, then Passenger Arrival Record (NATF81). On the next page, use the dropdown box ("Select a delivery format" to select "Certified Paper Copy" and then click the Add to Cart button. At this point you will need to create an account (or log in); then just enter the required information to order the specific manifest required.
