Question on qualification

My cousin wishes to apply for citizenship. His mother's father never became a US citizen. He qualifies (we have the same grandfather).

Question: My cousin divorced and remarried. His second wife has two daughters whom he has not legally adopted. Would they qualify for Italian citizenship once my cousin gains his?
His mother was born before 1948.

It matters not when his mother was born. What matters is when did the female Italian citizen give birth. If he was born on or after January 1, 1948, then he gained Italian citizenship from his mother.

How old are his step-children? If they are still minors and if he does legally adopt them, then I believe he would be able to pass citizenship onto them. If they are past the age of majority and he adopts them anyway, well, that is a question for your consulate...

On the other hand, if he does not adopt them, then I don't see any chance at all.
