apply for passport anywhere?

apply for passport anywhere?

once recognized as a citizen, can one apply for an italian passport at any consulate in the world. My brother is living in japan and I want to know once they recognize us can he apply for his passport in japan?

well, usually the italian citizen applies for the italian passport to the closest italian consulate where the applier resides, so if he legally resides there, he can apply there, otherwise if he is not a legal resident in Japan, I guess he can apply anyway there, because issueing the passport is one of the service of italian consulate to italian citizens
