Once a citizen does the NYC consulate supply Italian identity cards? If not how can I get one ? If I live there where do I get it?

A Carta d'Identita is issued to an Italian citizen living in Italy after he has registered his presence in the Comune. The Consulate does not issue it and you can't get one if you don't live in Italy.

All what i heard is that ID Cards just go out from Italy And Some European countries but not more..If You visit Italy soon you can get one..
