Is this letter from NARA good enough??

Over 25 million Italians have emigrated between 1861 and 1960 with a migration boom between 1871 and 1915 when over 13,5 million emigrants left the country for European and overseas destinations.

Is this letter from NARA good enough??

My Italian ancestor is my GF, who never naturalized.

I sent a request to NARA expecting to get a letter of no records. Now I know from my own research that there were at least 4 people with the same name as my GF living in the same city at the same time. So what I received from NARA was a letter stating they have a Declaration of Intent but NO naturalization records for a different person -- someone with the same name as GF but born in a different year. Will this be good enough for the consulate, or should I call NARA back and tell them I need a "no records" letter for the EXACT year on GF's birth certificate?
