Quick question about New York State Apostille

Quick question about New York State Apostille

My nephew is asking me about question #! on the NYS Apostille form - i.e. "County Documents Will Be Used In"_____________

This is for Italian citizenship, presented to the Italian Consulate in LA. Does he write "Italy" or United States" in the black. Sorry for what seems like an obvious question. I would write Italy, but want to be sure, and not steer anyone wrong.

Thanks in advance for your help! I achieved status last February, with much help from this forum!

Sorry, typo - that's "COUNTRY documents will be used in"_____________
