Father born 1880 - Italy
Mother born 1922 - New Orleans
Friend born 1950 - New Orleans

Is my friend eligible for italian citizenship?

Not enough information. Your friend would qualify if the gf (is he the one born in 1880) did not naturalize or naturalized before his daughter was born. There may be another problem at some consulates if he naturalized. before 1912. So check the dates.

But as to the birth dates, they work, right? I had it in my head that citizenship wouldn't pass through any woman born before 1948, but then I began to re-think it.

Birth dates work. Your friend was born after 1848.
