Anagrafe contact for Catanzaro Prov + general birth cert Qs

I'm continuing my search for the birth certificate of Maria COLOSIMO. She was born in Colla, Catanzaro province, on 8 Feb 1889. Her parents were VINCENZO COLOSIMO and CONCETTA BONACCI.

Mapquest and Google show Colla as a tiny hamlet southeast of Soveria Mannelli. I have just written to S.M. but do not know if they would have been the site of birth registration since Colla has such a small population.

Additionally, I have spent considerable time on the Catanzaro province website: http://www.provincia.catanzaro.it . No luck so far in discovering the Anagrafe department or contact person in order to request her birth certificate.

General questions:

Does anyone know the Anagrafe department fax number, email or contact person?

When ordering birth or marriage certificates from Italy, do you request special handling or send via regular mail?

If special shipping, how do you determine the cost and which carrier?

What is the correct wording for your request letter regarding their sending the documents?

What is a reasonable amount of time to get a request filled? I sent off two requests regarding different relatives to other Comune in mid-November without any response. In consideration of Christmas and New Year's holidays upcoming, should I wait until January to grumble about lack of response?

This site has the address, phone and fax numbers. Enclose photo ID and a addressed envelope (this makes sure it gets back to you)

This shows that Colla was a 'frazione' of Soveria.
These small towns often have just one person who handles all kinds of stuff and your request just gets left until they have time. You are entitled to a response without a reasonable amount of time BUT often when I telephone after 30 days my request can't be found and I have to send it again. Take into account things like, Christmas to Jan 6th, elections since the anagrafe handles the electoral role, postal service etc. 1889 shouldn't be a problem, but the books are old, dirty and often stored at ceiling height (12 foot ceilings). Sometimes the records have been destroyed in wars or earthquakes, fires etc. That's why I phone first to make sure they have the records at least.
Keep your wording simple and direct. Don't try to explain anything. Just ask for what you want. There are sample form letters on line.
Good luck. The area is beautiful, I was in Cicala and Carlopoli with a client, just a few miles from Colla.

Thanks for the informative links, Ann.

Alas, I am unable to speak on the telephone since my Italian is limited to basic salutations and menu items.

Would you suggest sending an e-mail as a followup? I have seen PEC (certified electronic e-mail) addresses on some Comune sites. Does this make the request more business-like to use?

I'm wondering if I will receive the birth certificate if it is sent regular mail. Would you suggest something like "Fed-Ex" or is there an equivalent to our certified mail which may be traced?

I very much doubt the town will go to the trouble of FEDEX. There probably isn't even an office in the town or nearby. I get copies by regular mail all the time. In some small towns only the 'protocol' office has email access or perhaps the Mayor. Write to them, and if you don't get a reply by March 1st, let me know and I will call them for you.
