Naturalization Document

Is this normal? I received this letter today from USCIS.

In processing your Record Request submitted to the USCIS Genealogy Program on 12/10/2013 we found that the subject of your request, Eugenio Malandro was issued an Alien File (A-File) in addition to the C-File you’ve already requested from this Program.

Typically, upon naturalization, the contents of this A-File would have been consolidated within this immigrant’s C-File, but we have found that this A-File did not undergo this process.

We suspect that this A-File may include INS records prior to this immigrant’s 1944 naturalization (i.e. Alien Registration Form, Visa File, photographs, applications, affidavits, correspondence, etc...).
