Finding a Birth Certificate for an Emigrant

Can anyone tell me how I can find information in regards to finding a birth certificate for someone who emigrated to Belgium from Foggia ---Vieste in the Late 1950's / Early 1960's. and then eventually to Canada (Toronto) with his Parents. The Person was born in 1954 and was from la Familia DiCarlo di Foggi.
Any help in finding a Birth Certificate for this person would be greatly appreciated.

Write to the Ufficio di Stato Civile inVieste. Go to www.ityalianancestry.com in part 3 for form letters in Italian and sned a self addressed envelolpe with your address and $5.00 EURO or postal cupons or cash. Peter
