Non US Citizens in the past voting (article)

Over 25 million Italians have emigrated between 1861 and 1960 with a migration boom between 1871 and 1915 when over 13,5 million emigrants left the country for European and overseas destinations.

This article says that 22 states in the past up until the early 1920's allowed permanent residents to vote. If anyone knows anymore info let us know.

Seems like there may be voter registration records available to look at for some here.
