What does a file number mean, new to all of this

What does a file number mean, new to all of this

On ships manifest the number 3-90637 is written , how do I research this?
GFather lifetime resident of NJ don't know why this number connected to Penn.
He never lived there? Any help..Thanks

if the district covered Phila it probably included Hudson Co. NJ

Depending on the date, this district also covered Newark,NJ. I have been told that this is just an application number and doesn't correspond to the actual naturalization petition. NJ naturalization papers are at the NJ Archives in Trenton.
