what is this outfit?

This picture was given to me this week, and it is of my great-grandfather Ghione. The thing that I'm having a hard time understanding is what is he wearing? I would be surprised to find out that what he is wearing is anything military related, as I have other family pics where they are wearing uniforms and they look nothing like this one.

Well, since no one else has offered a guess, I will put forth my own.

I am far from an expert on such matters, but it appears to me that nearly every comune in Italy, from the very smallest to the largest, has a "Banda Musicale" of which they are very proud. These traditional bands date back centuries in many cases and many of them dress in traditional outfits which have been passed down for generations. These outfits can range from simple "folk" dress to complex uniforms highly reminiscent of military apparel.

Thanks Johnny, I was thinking along those lines myself. I have another picture of one of my great grandfather's brothers wearing a military uniform and it definitely looked different than this picture.

After reviewing the image at the below link, I'm thinking this has to be it. The only difference I'm seeing is in regard to the pants and where they meet the **SPAM** and it simply looks like my great-grandfather didn't have his "pegged" or tucked into the white part for the picture. I'm assuming this was only done while riding the bike.
