Maybe you can start with requesting the birth record of Raffaello Maglioni, so to read the names of his parents, if her mother is a Viale, that means that Giacinto was a brother.
This is a first step.

You should write a letter, only in italian, to

Comune
Ufficio dello Stato civile
Palazzo Vecchio
Piazza Signoria
50122 Firenze
Italy

I hope it helps

If he was born in Florence area, his military record (if any) is kept at Florence state archive http://www.archiviodistato.firenze.it/nuovosito/
For sure you need to give a complete name and date and place of birth to have that record

I hope it helps
