citizenship qualification question?

I have a friend I'm helping to obtain Italian citizenship by jure sanguinis. I did mine and several others and thought I was pretty up on how this worked but my friend's situation is a bit different.
He was born in 1940 in Italy. His parents were Italians who emigrated to the U.S. at the turn of the century , then became naturalized citizens in 1929. When they became U.S. citizens, they renounced their Italian citizenship and my friend was born 11 years later. But sometime before my friend's birth, his mother and father returned to Italy where my friend was born in 1940. So, given that he was born in Italy, does he qualify for Italian citizenship or was he never an Italian citizen because his parents were naturalized as U.S. citizens in 1929, which is 11 years before my friend was born?

Any help in answering this would be appreciated.
