Records in Naples

Can anyone help with a question about writing to Naples for records........are inquiries directed to the comune within Naples (i.e. San Guiseppe)or to a 'main' resource?

And is email to Italy acceptable, or posted mail preferred by those working in the stato civile offices?

The street address for snail mail? The email address?

The Naples website is quite confusing (to me).

Are you talking about the quartieri San Guiseppe of Napoli for civil records because if you are familysearch.org has records online

I've been looking through the Family Search images, yes, I know they're on line, but so many are illegible, others have bled through the paper, still others are not intact, etc etc etc. I'm doing what I can do at my computer,and it's a headache but,.......... I'd like to go after the records from two directions...looking at the records from my home, requesting the records from Italy.
