Can someone please translate this if it is the Atti Di Nascita for Rosario LaSelva (LaSilva or LaSalva) He was born March 27 1889.

Rosario Lasalva is a foundling found by Vita Crescenzia Genovese in the foundling wheel of the Hospital on 1889 March 28. He had no marks that would allow his identification in the future, and the name was given to him by the Official. He was eventually given to Vita Crescenzia Genovese to be nurrished.

Is there any more information that can be gleaned from this Atti di Nascita of Rosario LaSelva.

The translation states that he was finally given to Vita Crescenzia Genovese. Is it normal to delay finding a home for an orphan. Does it name her husband if she was married? How was Rosario's first and last name determined? Is there any evidence that might suggest who his birth mother was?
