The population of Feletto is about 2300 people and is a comune with records but Northern Italy had a spotty history of record keeping and the only reliable source is the (shudder shudder) the church. Go to http://www.tuttitalia.it/piemonte/38-feletto and send e-mail to the http://www.comune....attention STATO CIVILE. You also may wish to,at the same time, ask any questions you may have to CITTADINO@COMUNE.FELETTO.TO.IT about their record keeping and how receptive the jolly good priest in Feletto in revealing whether he had an existing "Book of Souls" (Libri d'anime) which the churches initiated after the Council of Trent in the 1700's to keep records of their parishoners

Records for the time period you are searching would need to be church records and gotten from one of the churches in the town. Just bear in mind that many priests today are also administrators who tend to multiple parishes simultaneously, so they may not have the time, or be willing, to help you with your research. It's a hit or miss thing. Also, if they do secure records for you, you will be expected to send a donation.

You can refer to the website below to find the mailing addresses of the parishes in this town. Just type in the town name next to the word localita`
