writing to Italy

Just wondering if anyone has any tips on writing a letter to Italy for records..I am trying to write to what used to be Ruvo del Monte,Rapollo,or Lavello...
Right now I am stuck with my genealogy and there is nothing more I can do than to write to Italy to get records..since I am back as far as the 1st relative to come over from Italy..
what I am looking for is any info on siblings and parents of my great great grandfather... Any help is appreciated...Thanks
