Civil Registration in Rotondella & Ateleta

Can you tell me when civil registration for births and marriages were required in both Rotondella & Ateleta? We are looking for Vincenzo Scotti in Rotondella (mother Filomena Scotti; father unknown), and Rose Ranello (sometimes spelled Ranallo) in Ateleta. Vincenzo was born 28Oct1878, and Rose was born 9Jul1881. Would there be written documentation of their birth, or perhaps baptismal certificates?

Did Vincenzo settle in Pennsylvania? How did you know he was born in Rotondella?
I keep coming up with Rose Litterio as his wife
