This appears to be a certificate of proof of identity, issued by the Comune of Milano.
It is certificate #1059, dated Milano, 27 September 1905
The Mayor
based on witness testimonies and results of official findings
certifies
that Edoardo Taglietti [son] of Pietro
and of Rosa Parabiaghi
age 26 years, born in Milano
no profession given
resided in Via Enrico Dandolo #2,
at the time of his departure from Milano, on 20 November 1900, he was unmarried.
The date in the upper right corner of the document appears to be his birthdate (9 Jan 1879)
