Detained at Ellis Island?

Can someone look at this image? It is the manifest showing the Limongelli family detained at Ellis Island due to sickness. From what I understand, the children were quite ill and hospitalized on Ellis Island for a while. They were too young to know what they had. Does anyone know what the numerical codes mean under causes? Can anyone shed light on the process for detention? It looks like there was an order for deporation, an appeal, and then a note that the children were too sick to travel back to Italy.

Actually, I am trying to read the small markings on the posted link under the heading "rehearing." I would like to obtain the records of the appeal, if they exist, but I need to identify the date, page no., and sec'y. It is really hard to see.
