Are there records in Italy for births and of baptisms in the 1890's? If so, how would I get one for my grandparents?

if you know the exact birth town you can search in the Civil Registration filmed by the Family History Centers, here is the link to see if "your" town has microfilms:

and here is the link just to find the nearest Family Hystory Center:

Or, if you're sure about Birth Place and date you can write to the Comune asking for the certificate....
