Can anyone translate a document

Can anyone translate a document

According to the Miami Consulate when my husband submits his documents for his citizenship application he will need to submit a copy of our marriage certificate.

Here in Cayman we do not have any translators that translate to Italian. However, I have many many Italian friends that live here. Would they be able to translate the document or is there an 'official' translators stamp or seal that will need to be utilized on the translated document?
