Death Record?

Can someone translate this record about Pasquale Petrocelli for me?

Even if this is not my Pasquale, I am curious about what this is; it's about his death...but not an ordinary record?

Pasquale Petrocelli, son of Vincenzo and Elena Scarpetta died some time in 1827, but his death was either not communicated or not recorded in the books. On Oct 28 1865, upon request of Rosa Petrocelli, the tribunal of Lagonegro acknowledges that Pasquale was dead since about 40 years. On November 3 1865 the Mayor of Molinterno (Tiberio Petruccelli) transcribes the sentence in the register, also in the 1827 one.
