help deciphering a line on the passport

Attached is a detail from a page in my GGM's passport. I'm having trouble with the line inside the box. Help appreciated!

I've been looking at it for the past 1/2 hour. Is it "Expires on ___ June 1914/7?

Looks like 28 Giugno 1917 to me. I suppose it could be an 18, but I'm seeing a 28, especially in light of the ones in 1917.

I just got back a few minutes ago from examining the LDS microfilm containing the Indici Decennale for a comune in the district of Piazza Armerina. I found a reference there to my grandfather's birth and the ordinal in the registry happened to be 447 -- lucky to have both numbers side-by-side--and the 4s in the decennial index entry looked much like the final digit here on this passport. So I'm leaning towards 1914, not 1917, even though it really looks a lot like the way Americans write the number 7.
