Could someone translate this military record of my GF please

Could someone translate this military record of my GF please

This record is 19 inches long so I just scanned 1/2 of it. I am very interested in section 19 "Contrassegni Personali" the description of his height, hair color, etc.

Also, section 14 "Decisioni" Looks he was a recalcitrant on 29 November 1916, but wondering what the verbiage says.

Height - 1.545 mt (5.07 ft?)
Hair - brown. sleek
Eyes - brown
Complexion - swarthy
Teeth - healthy
Distinguishing marks - scars on the forehead

The handwriting states
June 23, 1940 ? - Rejected because of height shortage, according to the art. 77 of the law dated Nov. 29, 1916

chest measurement: 0.78 (in centimeters).

Thanks everyone! By 1916, Rosario was living here in the US. I don't understand the chest measurement. 0.78 CM? 2.54 CM to the inch.. could it be 0.78 of a meter, which would be about 31 inches?

The chest measurement is 0,78 m = about 31 inches.
To my understanding 1916 is the year when the law was issued.
The record related to Rosario's rejection is in column 15 and seems to be 1940 Image

Livio: Wasn't the conscription age 18 for males? couldn't that date in col 15 be June 23, 1900?

Rosario was 19, almost 20 on 27 June 1900.

I understand what you say but in 1900 they could not mention a law issued in 1916.
Is there any other date on the document? You said that yo scanned only half of it...
