How do you tell if the time is AM or PM.

Well, the form is preprinted like this "alle ore ______________ meridiane". On the empty space, the mayor or the officer writes : "alle ore po meridiane" or " alle ore anti meridiane". In this case you can see that the mayor wrote "anti" for the notification but he wrote "po" for the birth.
