Meaning of Text in Margin

This 1910 marriage record includes a brief notation in the left hand margin. I'm unsure of the meaning and whether it's providing important additional information. Any ideas?

Hi Mike,

I believe this is just a notation by an official...

Visto 13-5-1910 (Seen/verified on May 5, 1910)
Then signed by him.
