curious finance documents

these are two finance documents that were part of the 1872 birth indexes for the town of Altavilla (Irpina). i am very curious as to what they are about?

They appear to be pages of the "Gazzetta Ufficiale", the bulletin on which Parliamentary acts and bills are published in Italy. Their contents appear to be attachments to some act of parliament about tax collection and the sale of property previously owned by religious orders that was seized by the Kingdom of Italy after the unitication. On the edge of one of the pages is printed "Chamber of Deputies - 24 June 1871".

so more than likely these two pages were just stuffed inside the birth indexes and are not related to births of the town.
