In this marriage record I am trying to understand this paragraph. What is it telling about the groom and brides parents?

Thank you
Tom

It's telling you that only the mother of the groom and the mother of the bride gave their consent to the marriage, as both fathers (whose names are given in the paragraph) had passed away.
