Marriage Record Translation, 1899 Acri

My translation of this civil-marriage record:

On the ? of September 1899, appeared Luigi Pucciano, age: 30, profession: peasant farmer, living: Acri. He declared the birth of his son, Vincenzo, on the ? of September 1899, born of Teresa Falco, his legitimate wife.

Witnesses: Francesco ? Pigliaturo ?, age: 27, profession: ?, and Vincenzo ?, age: ?, profession: ?

What does the notation on the left side, which has the year "1923" and the name "Annicola Terranova" refer to ?

I know this record is difficult to read (at least, it was difficult for me).
