I think the father emigrated to America and Rosina Parazzi witnessed the birth.

I cannot read the notation in the margin, Maria Carmina ??? married ?1924

Married in Frigento on the 23 October 1924
I cant make out the last name but the first name does appear to be Marina Carmina
Infante, Cella or Celli,
Bagnoli Irpino, Avellino

I cannot read the bride's name, but Rocco's birth date is May 10, 1905.
Rosina Perazzi was the midwife (levatrice) who announced the birth to the Civil State Officer.
