Passport - Page 3 translation assistance

Hello - I am having trouble with translating the third page of my great-grandmother's passport, specifically the information under (3) in the image attached.

I believe it is Release free under Article (likely linked to the information at the bottom of the passport not in the image) ... but I cannot make out the third line that looks like "Nicastro" then the date 22 January 1903. Then unsure if that is a signature.

Thanks again for any help, I appreciate the replies to early post for some basics for Italy, very helpful! (I have spent more time on Irish, German and U.S. records).

Hi!
You are right about the "Released free under Article" part. (it is the article 6, paragraph 4, of the 31 jan 1901 law)
Then there is the place, Nicastro, and the date 22 Jan 1903
Then "Il Sotto Prefetto", the official charged with issuing passports, and his signature, that is no better than a scrawl.
