Before I attempt to translate this, on second glance I think it is for CIULLO, and not my ancestors, CIRIELLO. Do you think they are entirely two different surnames? I have seen Ciullo here and there in my searches and just not sure.

It is for Ciullo, very clearly.

Ciullo and Ciriello are absolutely 100% different names. Similar letters or sounds doesn't mean anything. If your ancestor is Concetta Ciriello, this is not her.
TIP: When asking for records from Italy, do NOT ask for an "estratto." ALWAYS ask for a "copia integrale." A photocopy of the original Act will contain more information
