These two pages are not Francesca's birth record. The bottom page is a repeat of one of the pages of the family council proceedings for Giuseppe and the top page is another page of that document in which we find that the only council member who signed the document was Antonio Abate. So it is his signature and the clerk's signature at the bottom of that page. The other five council members did not know how to write.

I meant to add that the consent to the marriage by the six council members was unanimous. They determined that Francesca was honest and well brought up, so definitely a worthy spouse for Giuseppe. What I don't see in the document though is the mention of the council members considering whether she had a sufficient dowry to bring to the marriage, as this was also an important consideration in determining whether consent should be given. Normally the dowry of a female, in addition to her moral character, is deliberated by family council members representing the minor male in these proceedings.
