What I'm seeing.

On 12 July 1883 at 10:15 AM in the town hall of Castelbuono before the mayor appeared Luigi Ippolito, 30, a grave digger, and Giovanni Ortolano?, 47, a grave digger, who stated that yesterday at 4:30 PM in a house at 23 Via ? Giardini, died Antonia Failla, 52, a housewife, daughter of the deceased Antonio, a ?, and the deceased Maria Guzzi, a housewife, and the wife of Epifanio Gulino.

So when someone passed away, the Mayor would come along with a grave digger? Why was that?

NO Tracy. The two men who reported Antonia's death to the town official just happened to be "grave diggers" by profession. Their occupation had nothing to do with the mayor or town official. The two men were possibly neighbors of Antonia's or someone who knew the family. In any case, they were just reporting that she had died.
