If you can provide a photograph without the 'flash' reflections on the glass then it is possible. But as it is, the best you would get would be missing a lot of words.

"TRANSLATE THIS PLEASE SOMEONE"

I guess your command must be obeyed... Right?

Well 'someone' has tried...

URGOLA
Of Forli - One of the first and oldest Forline families. It is from part Guelfa, part Papafxxxxx xxxxx(patente?) and sometimes had control over the Superbo lands.
Urgola lords of various castles and especially of Collina Belfiore and Meldola, in 889 they heroically defended their homelands against the Bolognese who the xxxxxxxxxx Superbo II Urgola captain of the People of Faenza xxx Giovanni leader of the 1813(?) army. Proud Urgola magistrate 1813 (?).....

I'm afraid that's about the best I can do... between the coloured highlighting, the remaining 'flash' reflection and the poor copy this was not that easy.

Perhaps some others will be able to do a better, more acceptable job for you.
