Vigliano (Novara/o)?

No matter how I Google "Vigliano (Novara/o)", I cannot figure out what place in Italy Celestino Brovarone (line #21) is from. Help!

It is now called Vigliano Biellese, Biella province. The area of the Biella province was part of the Novara province from 1859 to 1927.

Would that be the same explanation for his son-in-law who says he was born in Canelli, Alessandria even though Canelli is now in Asti?

Thank you, again. What I really want for Christmas is good Italian atlas, with overlays that show where boundaries used to be. :)
