I won my case and the judge is going to sign a court order so I can get a delayed filing of my grandmother's birth certificate.

I filed a complaint to issue a retro-active birth record. it's a court order, every state is different and the state I am dealing with is NJ

I have already checked with the consulate. the do not need to be from a pro or certified. only done "professionally", which is what I intend to do.
