1917 Letter (Birth Record?)

Please advise whether or not this letter is a birth record of some sort, and confirm/add to the below details.

Name: Filomena Angela Rossomando
Birth: 20 Nov 1910, Giffoni Sei Casali
Father: Michele Rossomando, Peasant Farmer
Mother: Maria Giovanna DiMuro, Peasant Farmer

Unknown Names in Letter: Gerardo Cavaliero (Secretary?), ? Passaro (Unknown), Pasquale Mancini (Unknown), Giovanni Fortunato (Unknown), ? Di Muro (Reference near the end, not sure if this is to a person or the mother's family).

Gerardo Cavaliero is the town Officer who recorded the birth.
Fiorentina Passaro was the midwife who declared the birth.
Pasquale Mancini, peasant, and Giovanni Fortunato, carpenter, were witnesses of the act.
The mention of Di Muro near the end is made because it was a duty of the father to declare the birth of a child, but he was away from town, so the declaration was made by the the midwife in place of "Di Muro's husband".

Of course, the letter is a birth certificate, copy of the birth act.
