It's very hard to read "renitenza"

"Renitenza" means that the person failed to report for military service after being called up (draft dodger).

The person was clearly unfit for the military service, why should he be also "renitente"?

A "Draft dodger"? Yeah, then it doesn't make much sense, I agree !

But then the person right above him, mr Emilio Panaro, looks like being a "renitente" right from the start!
And there's, what looks like, a big crossed out "R" in the right hand column (the R for Renitente???)
Maybe "Renitenza" was written there in error, and they crossed out the "R" but forgot to cross out the word?
Just brainstorming here!

As Livio pointed out it may be an ID# for the issuing officer and the signature of that issuer may be below the #916? =Peter=

Can we tell from this form if the person was drafted and what regiment he was in ?

He was not drafted because he was unfit for military service...
