Regrettably I cannot speak Italian ( I wish I could). I have found that babelfish does a reasonable job of navigating these sites in mostly english

Not really, I copy/paste the commune link into it (babelfish)and have found that I can navigate through several pages without effort.

Vallo di Nera, Perugia province
and also a small locality called Vallo, which is part of the municipality of Caluso, near Torino.

Im confused about where the accent is in words ending in "ia". Like lucania, nicosia, catania,etc.
For example, is Lucania:
