Presuming that your mother's passport lists the childrens names, she may be able to get around the problem by obtaining a new passport without the children's names instead of renewing her current one. Honestly, though, I don't know the procedure or possible solutions.Passport for minors
As of November 25, 2009, minors will no longer be added onto the passports of the parent (or guardian or person otherwise authorized to accompany them).
New European regulations provide protection of the minor’s identity and security by stipulating:
a) that all minors are required to have their own personal passport; and
b) that their pictures be routinely updated: the validity of the passport for minors differs depending on the age (three years for children from 0 to three years; five years for minors between three and 18 years of age).
In the case of minors who are already registered on currently valid passports, these will remain valid until the expiration of the passport itself.
For the issuance of the passport, the application must be presented at the Passport Office with the following documentation:
- special application signed by both parents or by one of them with the written and signed consent of the other; if one of the parents is not an italian or EU citizen and does not appear in person at the Consulate, his or her signature must be acknowledged by a notary public.
- two photos (identical, full-face and in colour) of the minor.
(N.B. If the minor was born abroad, in order to be issued a passport it is necessary to provide the authorised Consulate with his/her birth certificate, using a multilingual form, or with rider in the case of a translated version).
If one of the parents refuses to sign the act of consent for issuance of the passport to the minor child or for listing the minor child on his/her passport, it is necessary for the consenting parent to go in person to the Passport Office with a signed letter explaining the motives for which the other parent refuses to come sign the act of consent. This letter must give the complete address and telephone numbers of the non-consenting parent. If the motives for dissent are found to be unjustified, the Consul General can authorise the Office by special decree to issue/extend the minor’s passport.
