Lipari 1890 birth records lost? and can anyone help me with figuring out dna connection?

I'm trying to find a birth in 1890 to check if my dna match's great grandmother is my great grandmothers sister. However, Lipari birth year 1890 seems to be missing, did something happen to the records for that year?

I need a record for a Giuseppa Picone born in Lipari about 1890 to check if she has the same parents (Bartolo Picone and Nunziata Pittari) as my great grandmother Nunziata Picone. I believe this to be the death record of the man Giuseppa married https://familysearch.org/ark:/61903/1:1:2WVB-6SH but I have been unable to find anything I can determine is her and my dna match knows very little.

After the end of 1889 records, the record numbers keep going up until you hit this page here: https://familysearch.org/pal:/MM9.3.1/T ... ,179265401 which I think is a start of some 1890 records,but there is no index page for 1890, and barely any records at all as the index page for 1891 starts after record 14.

So are the records lost, or is the first 1891 record index actually 1890 instead? However seeing as the second 1891 index clearly says part 2 on it I don't think that's the case.

Here is the 1890 birth of Giuseppa Picone in Lipari (#348)

Her parents are Bartolo Picone and Nunziata Pittari

She was a twin to Bartolomeo Picone born just before her. Record #347 is on the left side of the page, and Giuseppa's record is on the right...

And that looks like her birthday is November 27 if I'm reading it right, if so that is only off by one day from this record here which I think is her: https://familysearch.org/ark:/61903/1:1:JK1G-SJ4 so this definitely confirms it must be the same Giuseppa Picone. Thank you so much! This is exciting my first dna match that I can tell exactly how they relate to me!

This is a common error regarding birth dates on Italian records.

The Italian civil registration of birth begins with the date that the birth was declared at the town office in the town. On Giuseppa's record this occurred on 27 November 1890. She was born on the 26th.

Here is the translation of the birth record for you:
Year 1890, day 27, month of November at 9:15 AM at the town office.
Before me, Dottore Filippo Maggiore, Council, delegated by the Mayor with act of 29 November 1889, appointed Official of Civil Registrations in the Comune of Lipari, appeared Bartolo Picone, age 26, farmer residing in Lipari, to declare that at 6:30 AM on day 26 of the current month, at the house at Contrada Monte [no number] to Nunziata Pittari, his wife, peasant farmer, residing with him, was born a female child who was presented to me [the official] and to whom was given the name GIUSEPPA and that she is a twin with the other recorded before this.[#327]
To the above [presentation] and the recording of this act [of birth] were present as witnesses Giusppe Bonica, 68, citizen; and Ambrogio Villante, 28, farmer, both residents of this town.
The declarant asked that the official recognize this as the second birth.
The official read the present act to all the participants and only the witnesses signed with him as the others were illiterate.
